It's just GW trying to appeal to 40k players. They did this with Stormcasts in Age of Sigmar to evoke High Fantasy Space Marines. Cathay is basically an Imperial Chinese version of the Imperium of Man, complete with a Godlike Emperor with his Primarch children.
