Russia "gave up" on the Cold War because China had essentially sided with America(see Sino-Soviet split, Opening of China, Nixon/Kissinger, etc), and the United States was promoting Islamic fundamentalism in the Middle-East because it was anti-communist(including funding madrasas alongside our ally Saudi Arabia). Basically, Russia understood that time wasn't on its side. So it attempted to do what China did and "open" up to foreign markets(see Glasnost and Perestroika). The West did everything it could to undermine the Soviet Union because it wasn't interested in a Soviet behemoth entering its markets. The Russian strategy thus was to essentially become as unthreatening as possible while also increasing economic ties to Europe(especially Germany). Russia agreed to significant nuclear/military disarmament, and "deindustrialized" most of its industries as to not compete with European industry.
The strategy was thus to build gas pipelines which would function as a massive subsidy to German industry. Allowing Germany to become much richer, which would likewise subsidize the entire EU. Eventually, this would lead to integration with Russia and Germany/Europe.
The United States doesn't want that, and has done everything it can to antagonize Russia, and to create a schism between Russia and Europe(especially Germany). When everything else failed, we blew up nordstream to force Germany's hand.
