Brazil is a trade surplus country for the US.

In other words, the US is profiting by selling goods to Brazil, so the US implementing policies that would reduce the scale of trade with Brazil is like cutting its own throat.
I think the US is just trying to gain domestic support by pretending to take a hard line against foreign countries, projecting an image of "strong America" to American people.
Therefore, I suspect that excessive tariffs will not be imposed, or if they are, they will be quickly withdrawn. After all, it is the United States that would suffer economically from such actions.
