Check real product images showing the condition of the board, especially the CPU socket.
Don't buy used boards that are missing the socket pin cover.
As long as the board doesn't have missing components or damaged pins, you can usually use it for longer than 5 years.

You are not retarded btw, seems like you've troubleshooted the issue just fine.
Did you update that board BIOS to the latest version? (minimum 3.25).
If you installed that CPU while the board was in an older version, the CPU's most likely cooked.
Hope you didn't buy a tray 7500F.
