The supposed reasoning is that Varric was just bullshitting a lot of the fights that happen in DA2. In act 1 Mage Hawke wasn't throwing around fireballs in broad daylight, he was fighting with his staff and using magic sparingly. He only starts openly being a mage when his influence is too much for Meredith to try to arrest him.
