It's just radar chaff dropped by the military to obfuscate either an experimental plane, or hide that they're transporting important cargo. And yes, sometimes the chaff can be as large as states.

It's most likely glitter and fiberglass dropped from military planes. They don't need that much to confuse radar, and it stays in the air for a while before it dissipates.
