This is supposed to be Perci's strength, so that really has to be user error. It's also why he's not popular despite being really good, he doesn't fraud you to master in a night. If you stick with him and get to where you're reliably winning those neutral interactions you'll run people over like Tororo. Until then you're just not playing to his strengths.
