Hello, i'm having some latency on Dune Awakening, The Finals, Monster Hunter Wilds (this game not optimized tho)

I'm not sure about what my cooler is, i bought this build from someone, i've been told that it is pretty shitty (pic related).
Also i'm getting constant 96°C to 100°C CPU (i9-12900 KS) while gaming.
CPU usage never goes to 100% tho

is that normal or am i fucked by CPU & cooler.
