Probably some time in the mid-2010s, it wasn't a hammer nail thing where all the sudden we went from indie dominated stories that touched your heart to glorified hallmark movies and cutting edge graphics like a video game.
Hell there's still a few good movies every year. It's just the "indie" wings of major studios shrink every year and the production companies currently dominating indie films are more focused on off-putting horror and off-clothing whores than real intimacy.
I'd say when Mira Nair's last feature came out, she really was the perfect example of that era of personal intimate stories that at their best touched on social conflict and race without losing sexuality and intimacy.
