Completely moot for multiple reasons. AVIF will not hardware decode at resolutions greater than 8192x4096 on any consumer devices. Nobody is buying a fucking hardware image encoder. Never. Period. Nobody's fucking bought one since a physical JPEG card was necessary with a 386. If AVIF wasn't so fucking awful to encode at any reasonable speed without severe quality sacrifices, you wouldn't be mentioning this "need". You can encode JPEG-XL on a fucking Nehalem potato.
