Back then the ACLU fought it because the Bush administration was trying to implement it. They then privatized the mass surveillance under Obama, and gave out different portions of the plan to different private companies to continue the policy but hide it under the guise of a private enterprise.

Fast forward to COVID and Palantir was busy in the background analyzing which key groups ought to get the mRNA injection first using their Artificial Intelligence algorithms and extensive mass surveillance infrastructure. Now, the Democrats seem to love mass surveillance because of the COVID psyop. They love contact tracing, lists of jabbed/unjabbed, and absolute lack of medical privacy.
