Why do people make bikinis for little girls? They don't have developed breasts, little girls' chests are the same as boys chests. Its covering up something that doesn't exist yet. I can maybe understand it as an "aesthetic" choice but its unnecessary. They can just wear swim-trunks as boys do and its more comfortable too.
