Honestly the impression its giving off was that she was struggling to keep her hand from being force down my the gravity(?) It seems like what's inside the shield is simply just very heavy gravity that punshes things down that get inside. Which explains why it just damages the ground if Metal uses it while on foot. Games depict it differently but I think SA2(?) was the only time he used it canonically so I suppose it was just a funny thing the devs did.
