Every country should introduce or re-introduce conscription.
If you aren't willing to fight for your country you should be explicitly denied access to services provided by your country.
No government-funded healthcare. No government-funded university admissions. No scholarships or grants. No employment opportunities either within government or contracted by the government. A prison term of equal length to the period of conscription.
If all you want is to be a drain on the state without offering anything in return, without being willing to defend it, you should be rightly treated that way.
