"we lacked development resources". Why? Because they are poor at management planning, and don't have the money for the extra developers, it's not as snappy a sound bite as saying "Cost" but it fundamentally is the same issue.
So, we have to blame here a lack of money being put back into the game to pay for developers. A lack of management able to juggle resources effectively. This is more damming than the initial statement ever could be, it is direct from YoshiP himself admitting the game is currently poorly managed.
There is no sugar coating how bad this is.
