Basically it's not perfect but inner monologs indicate a person is dramatically more likely to be moral (not 100% of the time; people are flawed even the best of us =3)

But yeah lack of inner voice general means people fail to consider their actions; it sort of works like a second barrier to help keep us contained and in control of our body or mind
