The problem was most Saiyans didn't even believe it was real. Once they learned it was real everyone who really wanted it got it. It was immediately devalued by Trunks and subsequently Vegeta getting it for free ~20 chapters after being unlocked.
I am very hesitant to the idea every Saiyan has to have it though. A Sadala Arc where everyone on whole planet gets it would be stupid. Certainly random nobodies shouldn't have it.
