Maybe a decline in quality was inevitable when the people writing shift seats so often.
I'd say for me personally it was legion, I think they spent the last of the good plot threads from warcraft 3 when they brought back Illidian and had his story do a mirror moment with Maiev.
That's probably why they rehired metzen, even though he's not the same guy as he was in 1999, having him try to plan the next 3 story beats is probably more coherent than what they've been up to post legion, maybe even post cata being honest.
