I don't remember Khatep's story. Did he go into exile, or was he exiled by Settra? If the latter, maybe a move like this isn't so unexpected.
It certainly was unexpected for me, who expected every Tomb King to hate me the whole game. All of the Vampire Counts and Vampire Pirates got flattened by Chaos or Order, so that does leave me all alone in my corner of the Badlands.
