i don't think the pvp bots have skins on but yes the coop vs ai ones definitely do and i do think they did it as per your reason
if they actually did consider new players they would try to keep it and simple as possible for the new player to identify certain champs instead of them trying to figure out who is what since there already is so many champs and so much to learn about the game anyways. it doesn't help keep things any less overwhelming
