There are optimal body plans for specific environments. The first organism to get there generally wins.

So, here's my question... does DNA have a way to compute or optimize its search path through that environment? For example, if a mammal returns to the water, do you think there mignt be fragments of DNA that contain patterns or morphisms that might more rapidly settle back into a specific phenotypic expression than if it had never encountered the ocean in the first place?

The organism is simply the vehicle that DNA uses to convey itself across time. The DNA is what evolves and retains memory.
