It is also weird because in the case of Japan, the Japanese elite themselves were colonizing Japan. Japan was not really homogenous so things like Imperial propaganada were basically about justifying Japan an Imperial project to people who did not really buy it. Hence why, Imperial works from colonized areas were written for Japan itself. Pic related.
