I live in Japan and this is kind of true. Convenience stores are almost universally staffed by jeets and Filipinos, who are all half-assing their jobs. Ten years ago you would rarely wait in a queue, because if someone saw a queue forming, a staff member would run over from the other end of the shop and man the cash register. Now some jeet may slowly wobble over eventually, or just continue stacking shelves like it's not her business.
2-4 I don't care about because it doesn't affect me. 3 especially has been a thing forever, same with hookers in Kabukicho.
Tourists are like a "yeah whatever" thing. They're annoying in Kyoto, cause you can't get anywhere and the whole city center is massively overcrowded, but it's fine in Tokyo unless you literally go to some sightseeing location. The only white people I see around my office are other businessmen.

This has nothing to do with inflation. Dev charges what he wants to charge, which is fine.
He already made the game, so aside from a few patches there are no costs flowing into the product that would justify passing them on to the consumer.
