Never said they can't, but Dark Flame(most of Outis' damage contribution in a fight) needs an entire team built around her to more or less equal Mao Faust's damage on a generalist team that doesn't interact with rupture at all (while also requiring using EGO and fiddling with her dumb S2 that bricks at 4 MB, her S3 which can sometimes fuck you over with the sanity drain and needing to build your MB again/play around her 7th bullet possibly fucking you over).

So the most well oiled and synergystic burn ID+ EGO combo in the game could be replaced in a burn team with Faust and the burn team would at the absolute worst only clear a turn or two slower, and this without taking into account that her Heishou buddies also hit super hard and by adding them to the team you already have half of a functional rupture team since they will always act first and are mostly count positive, so they get good use out of their rupture.

At the same time burn at it's absolute peak potential(99 potency) is dealing 99 damage per turn, and FS Heathcliff deals 100+ damage with his S2 crit assist(he does one roughly every other turn after turn 1, they hit even harder on staggered targets) while having a S3 that hits harder than all burn ID S3s and a S2 that hits harder than all burn ID S2s and even his evade hits harder.

If Lei Heng hits like a fucking truck with his S3-2(very likely) then he might just work in a statstick team just as well since the only things he would lose are scorch and some coin power on his S3.
