I think the constant bitching from low ranked players about Rocket's lack of healing in his ult had a terrible impact on the Dev's approach to Strat ult designs.
Clearly, they are capable of coming up with cool ideas (Strange TP, Moon Ankhs, Melee heroes, Loki, etc)
Like you said, they could simply take a look at other current Hero Shooters or MOBAs as sources of inspiration.
All I know is that the next strategist will probably confirm their design direction and what to expect from now on.
