I actually agree with you. People complained, and justifiably so, that it was near impossible to get the RNG story commissions. Mihoyo listened, and made it so the game would prioritize giving you one of those that you did not have yet until you got them all. This was a great change! Then, the next nation, they removed story commissions entirely. It makes no sense.
