I can see why the tax cuts are apart of the higher income brackets. They literally cannot afford for the top end to stop spending. Now with the theory of trickle down economics if every high income spender was replaced with a saver then the market would screech to a halt aside from stocks, assets and houses. If that happened over night then warehouse, labor, and service industries would collapse entirely.

With tech/government layoffs you are seeing this play out.
