It's hard to say, this really is an unclarified and vague statement. I think, given the consistency of Dragon Ball characters needing to destroy cores to planet bust, including with Kid Buu himself, and the reverence that planetary scale is treated with all the way up to present-day Super, we can safely conclude that Cell was likely planning to destroy the sun's core in a chain reaction, triggering a supernova that would destroy the whole Solar System! Heck, official licensees on Dragon Ball have had the same idea as me. It's amazing how Toriyama's work can be interpreted!
