The chart is from a first person perspective. It shows your relatedness to your children, your siblings, your parents etc.

And while it has nice precise numbers, you should be aware that there is some randomness involved with some of the relations. You get almost exactly 50% of genes from each parent, but with your siblings you may share somewhere between 40% and 60% of your genes. And this can cause a compounding error the farther it goes out. So your cousins on average would be 12.5% shared genes, but really it could be quite a bit different like 7% to 18%.
