They're good as a faction, being so hyper aggressive in their infiltration and sabotage, it's just their fashion is so bad and goofy.
I don't mind the roman motif, I think it even works occasionally with stuff like the Legate being appropriate for early Fallout giant faces art deco stuff - but this should've been the standard, not the outlier. The Legion looking creepy and dangerous would've been way more appealing than the moron sports gear, that look belongs on one of the crackhead bandit tribes.
