The imperium is fucking evil even within the context of it's setting. The shit it does on the regular to it's own people is more often than not completely unnecessary and unreasonable, and born out of ignorance, dogma and just incompetence. And half of the reason why the galaxy is so hostile to humanity is because the Emperor, in his autistic, xenocidal crusade exterminated most peaceful alien races and the only ones that remained were the ones the nascent imperium was incapable of eradicating.
Both the Tau and the Craftworld Eldar, whom you lambast, treat humans better than the Imperium itself does, neither has a go to policy of genociding any humans they encounter, even the most hardline of the CWE, the Biel-Tan, tend to give human civilians the courtesy of warning to fuck off from their maiden worlds before attacking, whereas the Imperium goes out of it's way to kill all aliens it encounters as a matter of principle. The imperium is the cause of like half of the problems it faces, and it continues to create more problems because it is ran by dogmatic zealots that are inculcated against critical thinking or questioning their dogma.
