This website has a ton of obscure Pokemon manga scans, but I can't find the RS walkthrough manga on it so far.
As for figure making, my stupid kid ass once bought a tiny piece of Sculpey clay, made a shitty figure, baked it in the oven and now the thing is still sitting on my desk decades later. Nothing exploded basically and it's lasted a long time. If you don't want to overthink things by going down a tutorial rabbit hole for weeks, I'd just get some Sculpey or some other cheap clay that can be oven baked and just try it out.
