Then have 25 melee(you get 25 stat minimum with a full MWed armor set) stat allow you to get a full charge when dodging near enemies, while having a higher melee stat would give even more energy when dodging near enemies. Then not dodging near enemies would require at least 70 melee stat to get a full charge.
