To put it another way, if they only did a UB thing with Doctor Who-themed cards attached to a space-themed set like what they did with Ikoria and the Kaijus, none of those creatures would've been aliens. They probably only did it either because of feedback/stipulations from whoever they negotiated with or because they thought it would've been important for players to know certain creatures were aliens.
