Darth Plagueis was the one that located, installed Sheev in the Naboo parliament and boosted him to the Galactic Senate; all part of his former master's master's machinations, Darth Tenebrous, who wanted to hitchhike from Plagueis' midichlorians to the Chosen One, which he foresaw Plagueis bringing about the creation of indirectly. Plagueis' meddling caused the force to 'create' Anakin, as the Force needed a countermeasure against Plagueis'/Tenebrous' very nearly successful pursuit of everlasting life. Sheev killing his master almost tilted the scales back towards the light side as his possessed master's midichlorians that were haunted by the apprentice of the OG rule of 2 guy died with him in his sleep.
