Look at where Heather visits in the game, and note all the teleporting she does. She completes Brookhaven then zaps up to Lakeside Amusement park.
Now note how the southern resort town has a bunch of things right next to each other:

>alchemedia hospital
>lakeside amusement park
>a mall
Conclusion: I think the game is meant to take palce in the resort area, and due to time/budget they were forced to re-use the SH2 map. If you were running around these places, it'd probably make it more coherent.
Also you could probably run past the burned down Lakeview Hotel.

SH2's 2 million sales was seen as a disapointment after Sh1's 5 million sales so they put the series on the back burner with lower and lower budgets. 3-4 were made at the same time, with 3 made by the Sh2 team, and 4 by new people (which is why it's so weird). We should be thankful that they were as talented as they are to make the game as coherent and good as it is, but man it's a mess and kind of a SH2 expansion pack.
If you look at the Sh1 resort area and compare it to the kind of locations you visit in SH3, I think it's obvious that you were supposed to be there and they only sent you to the south to re-use the Sh2 assets.
