If you are referring to the fact that there are no ethnically White homogenous neighborhoods anymore, for one that’s actually not true. Jews and Italians have maintained outer-borough neighborhoods, and there are still even small neighborhoods that are majority Irish/German/Wasp/Russian/Albanian whatever ie Woodlawn Bronx which is mostly Irish people.
Your mythology of white flight never happened in NYC, Whites (including Jews but not limited to them at all) still are largest plurality of the city among all the other races and are about 35% of the city’s pop.
Some ethnic Whites move back to the city or their kids do and they are called gentrifiers by Jews who don’t want competition, and by blacks and browns who are desperate to maintain the neighborhoods their dirty hands stole two decades ago. Some Whites study there for college. Some Western European immigrants move from Europe as artistic or professionals and some from Eastern Europe move as Ukrainian refugees or as immigrants in the traditional sense of working or middle-class blue collar tradies.
