Toriyama never gave official multipliers (Daizenshuu aren't him) and just giving out numbers doesn't mean he wrote with said numbers in mind

Toriyama doesn't care about multipliers or even the idea of Super Saiyan 2 being a big step up, because he'll gladly have Goku and Vegeta only use SS1 against Buu for no reason at all. It's that simple.
