It would have to be a similar premise to Kingdom. There's just so much more space, so many fewer people to zombify, and the populace are way more used to killing and fighting in general. Swords, spears, fortifications are plentiful compared to now. But if someone is purposefully spreading it where populations are vulnerable and sabotaging any resistance, then it could work
