They typically use 14C28N steel, which is probably the best budget knife steel. I bought a Porcupine the a couple months ago and it's nice. My favorite knife I own is the Spderco Manix 2 Lightweight. The best bang for the buck is Hogue. They have MagnaCut (best all-around steel) knives that are like $50-100 cheaper than the competition and they're made in the US instead of China.
