Internally its some sort of planned economy that simulates hardcore capitalist competition.
If the state wants something to happen they will pump money into it and their companies will try to outcompete each other which creates that capitalistic pressure. Then when they get what they asked for they let the others die.

Its very forced but also seems to be able to get shit done fast.
