Every faction except pirate and savage tribe factions and special non-human factions (insects, mechanoids, Anomaly entities) can be befriended. You can check on the relations menu (bottom row, near right, icon that looks like a pantheon building with a flag)

You can tell by looking at the relations. In my screenshot, the Empire and the Trader's Guild (from Odyssey) are neutral. Due to ideological reasons, my Empire is pre-disposed to like me less (with a natural goodwill of -10, or a range from -60 to +40) than the trader guild (average 0, range -50 to +50).

The neanderthal tribe hates me, but can still be befriended despite the negative relations penalty of -130 (range clamped to -100 to -80). I can befriend them, but they will break allyship and eventually flip hostile if not constantly appeased.

The Impid tribe, Yttakin pirates and Waster pirate factions all are permanent hostiles and can never be befriended, and do not list a relationship value, just "Hostile". Unlike the neanderthals, I cannot woo them with shinies and trinkets beyond their wildest comprehension.
