IIRC, Gensokyo has no written constitution or legal system/laws. It's an isolated world that doesn't need a central government. The unwritten laws are based on youkai myths, local traditions, and common sense. They were passed down orally and enforced by those willing to do so in situ. Truly a deranged cattle society.
