that's how most studios do it today and you can still have simultaneous releases with the proper workflow. the studio sends the early versions of the script to the translators and they begin working on that. then, as the writers make revisions and changes, they send those again to the translators which keeps going throughout development. so basically they're working of the translation at roughly the same time as the writers are working on the script. because otherwise, like you said, it's impossible to translate the whole thing in such a short amount of time even if you were lazy as fuck and decided MTL was good enough.
i'm not entirely sure but i believe this is what falcom and nisa are trying to do for kai 2 so that even if it's not completely simultaneous, that the delay is minimal.
