they were almost certainly religious items, they were all buried with reverence, sometimes with sacrifices or offerings found near them. one of them i remember was found leaning upright in a little niche somewhere as if it hadnt been moved from its old shrine in 10,000s of years. the question is what the nature of their cult was, of which we can only speculate based on later cults (but keep in mind that the distance between these figurines and the earliest religious texts in europe is about 20,000-30,000 years)
