They named the corpse "Jenova" and for extreme spoiler reasons, this plan was never going to work. Sephiroth was the result of this experiment and he never displayed the powers of the Cetra. Instead he had superhuman strength and stamina and the most efficient killer instinct anyone had ever seen. So plans for Neo-Midgar was scrapped and the Jenova project became the SOLDIER project, where Shinra soldiers were injected with Mako and Jenova cells to enhance their strength. Hey Cloud claims to be a SOLDIER too, imagine that.
