My stupid theory is that both the Forgotten Man is Grandpa Semi
Semi would have presumably been a funny character like Sans and Papyrus, so he could presumably talk like the forgotten man, but he was removed so early on that there's nothing left of the character. I think he fits the bill of being "forgotten" way better than Gaster. Even in Undertale Gaster wasn't forgotten, you have NPCs talking about him.
That or it's a MOTHER reference.
