Except they do, they especially need a tamer to skip a stage and it's not the first time in the franchise a level 7 don't evolve from a level 6 in colon Omegamon first apperance was a fusion of Greymon and Garurumon, or in liberator Omegamon x-antibody evolves directly from Omekamon.

For now but I don't believe Arisa getting Puss in boots as her level 7 will have nothing to do with her friendship with Violet INBOOTS.

Kinda like the field deck level 7, particularly when you don't jogress them

Sure they are probably not as much of a big deal as Omegamon, but I don't think you can say they aren't "true" level 7.
