in-universe (and in theory) legion has the innate advantages that come with being conquerors

also their weapons being primitive, makes me imagine that in-lore they have the advantage of being able to make slaves manufacture them. IIRC ncr relies heavily on the gun runners
now gameplay-wise....yeah guns usually have the edge unless speccing specifically for melee
