Since no one mentioned it yet, XDE lacks attention to detail, particularly in the environments, animations, and effects. The remixes are also badly produced. In exchange you get QoL such as, uh, transmog and the option to level down? And the art style is more generic if that's to your taste and kinda looks like the Gears/Saga artist (but not really). Considering you can farm stones infinitely rather than being timegated and you aren't charged real money for them, no, it's not gacha. Do you think every game with random drops that predates gacha is gacha?
